During the fiscal year 2023-2024, the Ministry of Public Works emerged as a key player in Kuwait’s development initiatives, accounting for 34% of the total actual expenditure on development projects. The ministry spent KD 152.69 million, representing approximately 78.9% of the total estimated investments for the year, which amounted to KD 193.54 million. This demonstrates its significant role in Kuwait’s ongoing development efforts.
A government report revealed that ten out of 42 government entities were responsible for 87% of the total development project spending in Kuwait for the year. These ten entities accounted for approximately KD 393.2 million of the KD 450.8 million total expenditure, according to data reviewed by Al Anba newspaper. The report, titled “Executive Capacity of Government Entities in Terms of Spending Ratios,” was published by the General Secretariat of the Supreme Council for Planning and Development.
Aside from the Ministry of Public Works, the Ministry of Health played a major role in development spending, contributing 14.6% of the total with an expenditure of KD 66.11 million. This represented about 64.16% of its estimated investment of KD 103 million for the year. The Public Authority for Housing Welfare followed closely, accounting for 13.3% of total expenditure at KD 60.1 million, which amounted to just 18.07% of its total estimated investments of KD 332.7 million.
Other significant contributors included the Kuwait Petroleum Corporation, which spent KD 31.64 million (7.2% of the total), and the Public Authority for Sport, which allocated KD 22.25 million (5%). Notably, the Public Authority for Sport achieved 99.38% of its estimated investments for the year. Kuwait University and the General Directorate of Civil Aviation also made notable contributions, with expenditures of KD 16.37 million and KD 14.53 million, respectively.
The report also highlighted that ten government entities managed 59% of the total number of development projects, overseeing 77 out of 130 projects included in the 2023-2024 development plan. The Ministry of Electricity and Water led with 19 projects, followed by the Ministry of Public Works with nine. Other entities like the Ministry of Health, the Kuwait Institute for Scientific Research, and the Kuwait Ports Corporation also had a substantial number of projects under their control.
Overall, the Ministry of Public Works and other key entities continue to drive Kuwait’s development, despite fiscal constraints and estimated investment challenges. These efforts contribute to the nation’s long-term goals of infrastructure improvement and sustainable growth.
