In a significant development, Kuwait is poised to revoke citizenship in 640 cases following a review by the Supreme Committee for the Investigation of Kuwaiti Nationality. The cases, which span a range of legal and national security concerns, are now pending final approval by the Council of Ministers. The Supreme Committee, chaired by Acting Prime Minister Sheikh Fahad Al-Yousef, met recently to deliberate on the cases.
According to a report by Arabic daily Al Rai, the committee identified citizenship irregularities linked to dual nationality, fraudulent acquisition, and activities contrary to the nation’s higher interests. Among the 640 cases, two involve the loss of Kuwaiti nationality under Article 10 of Law No. 15 of 1959 and its amendments, due to individuals holding dual citizenship, which is not permitted under Kuwaiti law.

Additionally, 66 cases fall under Article 21 bis A, related to fraud and false statements made during the naturalization process. These include individuals who acquired citizenship through dependency, which allows family members of citizens to obtain nationality. A substantial portion 375 cases were withdrawn under Article 13, Paragraph 4. These revocations are justified on grounds of “serving the higher interest of the country,” a term often associated with state security, political integrity, or acts perceived as dishonoring national values.
Dependents of these individuals are also included in the withdrawal process. Moreover, 197 cases were annulled under Article 13, Paragraphs 1 and 4, citing fraud, misrepresentation, and threats to national interest. These cases specifically relate to irregularities in the 1965 national census a key document used in verifying eligibility for Kuwaiti nationality and affect both individuals and their dependents.
This latest move underscores Kuwait’s continued efforts to preserve the integrity of its citizenship process and protect national security. The final decision rests with the Council of Ministers, which will review the committee’s findings and make the official determination. The withdrawal of citizenship in such a large number of cases signals a firm stance against misuse of the nationality system. It also reflects Kuwait’s intent to enforce legal provisions strictly and ensure that only those who meet all legal and ethical criteria retain their citizenship rights.
