GCC judicial leaders unite in Kuwait to strengthen regional legal and legislative systems

In a landmark event underscoring the Gulf Cooperation Council’s (GCC) commitment to justice, legal integration, and regional unity, judicial leaders from across the GCC convened in Kuwait for the First Gulf Conference on “The Future of Judicial, Legal and Legislative Cooperation in the GCC.” The high-level gathering provided a critical platform for member states to exchange expertise, formulate joint strategies, and strengthen their collective ability to address evolving criminal and legal challenges in an increasingly complex world.

Opening the conference, Counselor Dr. Adel Bouresli, President of the Supreme Judicial Council and President of the Court of Cassation in Kuwait, emphasized the urgent need to build a comprehensive Gulf judicial and legislative system capable of keeping pace with rapid international and regional developments. He described the conference as a reflection of the GCC leaders’ vision to enhance cooperation, unity, and integration across all fields, particularly in justice, law, and governance.

Dr. Bouresli outlined the conference’s objectives: to deepen principles of justice and equity, improve judicial efficiency, and enhance the capabilities of judges and their assistants. He stressed that the ultimate goal is to deliver swift, fair, and effective justice that safeguards rights, preserves national gains, and protects individual freedoms while aligning with global advancements in legal systems.

Advisor Sultan Al Suwaidi, Assistant Secretary-General for Legislative and Legal Affairs at the GCC General Secretariat, highlighted the event as a milestone in regional judicial cooperation, emphasizing the GCC’s growing focus on legislative modernization. He noted that the conference’s agenda, covering judicial rulings, criminal extradition, and the use of artificial intelligence in justice, sets a precedent for unifying judicial mechanisms and enhancing professional standards across member states. Expressing gratitude to His Highness the Amir of Kuwait, Sheikh Mishal Al-Ahmad Al-Jaber Al-Sabah, Al Suwaidi lauded Kuwait’s unwavering support for collective Gulf initiatives.

Judge Dr. Hatem Ali, Regional Director of the UN Office on Drugs and Crime (UNODC) for GCC countries, underscored the importance of developing a cohesive regional strategy to tackle modern crimes that transcend national borders. He reaffirmed that the conference serves as a dynamic platform for collaboration, knowledge exchange, and innovation, ensuring that the GCC’s judicial systems remain robust, adaptive, and future-ready in the face of global legal challenges.
