With a distinguished career spanning decades, he has emerged as one of the state’s most respected administrators, admired not only for his professional excellence but also for his humility, compassion, and unwavering commitment to public service.

Appointed as the Director of Information and Public Relations, Uttar Pradesh, a year ago after serving with distinction as the District Magistrate of Bhadohi, Mr. Vishal Singh has lived up to the confidence reposed in him by the government. Over the past year, he has demonstrated exceptional administrative acumen, visionary leadership, and a steadfast commitment to strengthening the department’s outreach. His appointment to this prestigious position stands as a recognition of his vast administrative experience and proven leadership.
Born on November 3, 1973, in Jaunpur, Uttar Pradesh, Mr. Singh’s journey is one of determination, continuous learning, and excellence. After receiving his early education at Sant Atulanand Residential Academy and UP College, Varanasi, he earned a Bachelor’s degree in Computer Science from Madan Mohan Malviya Institute of Technology, Gorakhpur, followed by an MBA in Marketing from IMS Ghaziabad. His academic achievements laid the foundation for an exceptional administrative career after he joined the Uttar Pradesh Civil Services.
Throughout his career, Mr. Singh has consistently demonstrated a rare ability to combine technology, innovation, and people-centric governance. During his early postings as Sub-Divisional Magistrate at Roorkee and Kashipur, he introduced kiosk-based citizen service delivery systems in collaboration with IIT Roorkee, an innovative initiative that was later adopted by the Uttarakhand Government. As Executive Director of UP Hill Electronics Corporation Limited, he successfully transformed a loss-making public enterprise into a profitable organization through strategic reforms and efficient management.
His tenure at the Information Technology Development Agency (ITDA) further highlighted his forward-looking vision. He implemented several landmark digital governance projects, including the Citizen Data Hub, the Aarohi Initiative for IT-enabled education in government schools, and the modernization of land records. Later, while serving as a Senior Consultant in the Ministry of Information Technology, he contributed to major national e-governance initiatives and played an important role in programmes that paved the way for the establishment of UIDAI (Aadhaar).
Mr. Singh’s administrative capabilities have been tested in some of the most challenging assignments. Whether maintaining law and order during sensitive situations, taking firm action against illegal mining and land encroachments, or ensuring efficient implementation of public welfare programmes, he has always displayed a balanced approach marked by firmness, fairness, and compassion.
His pursuit of knowledge has remained constant throughout his career. He was awarded the prestigious Chevening Scholarship, enabling him to undertake leadership studies at the London School of Economics, and later completed a Master’s in Public Policy and Management with specialization in International Development from the University of Maryland, further enriching his understanding of modern governance.
Among his most celebrated contributions is his pivotal role in the development of the Shri Kashi Vishwanath Dham Project, where he successfully oversaw the complex task of clearing nearly 300 buildings while preserving centuries-old temples that had remained hidden for generations. His administrative acumen also played a significant role in the transformation of Ayodhya, where he contributed to the city’s modernization while preserving its immense religious and cultural significance.
Today, as the Director of Information and Public Relations, Uttar Pradesh, Mr. Vishal Singh continues to exemplify visionary leadership, integrity, and administrative excellence.
