The Kochi Dialogue 2025, a landmark event aimed at deepening relations between India and the Gulf Cooperation Council (GCC), saw active participation from Kuwait, underscoring its commitment to fostering stronger ties with India. Held on January 16-17 in Kochi, Kerala, the dialogue brought together high-level representatives from both regions to discuss avenues for collaboration across various sectors.
The two-day event was organized by the Centre for Public Policy Research in partnership with the Indian Ministry of External Affairs. Operating under the theme ‘India’s Look West Policy in Action: People, Prosperity, and Progress,’ the dialogue served as a platform to address bilateral, regional, and global challenges while creating a roadmap for future cooperation.

Ambassador Meshal Mustafa Alshemali of Kuwait described the dialogue as a significant step in strengthening ties between India and the GCC nations. He highlighted the shared vision of enhancing cooperation in key areas such as energy, trade, investment, defense, security, healthcare, food security, and cyber resilience. “This dialogue opens new avenues to forge multi-dimensional future partnerships that will benefit both India and GCC countries,” he stated.
The Secretary General of the GCC, Jasem Mohamed Al-Budaiwi, delivered a keynote address, emphasizing the importance of collaboration to tackle mutual challenges and seize emerging opportunities. Al-Budaiwi’s speech set the tone for discussions that underscored the growing importance of India-GCC relations in a rapidly evolving global landscape. The dialogue featured in-depth discussions on five pivotal themes that shape India-GCC relations:
- Trade, Economy, and Investments: Delegates explored ways to strengthen economic ties and boost bilateral investments, particularly in infrastructure, technology, and renewable energy.
- Strategic Maritime Partnerships: The importance of securing maritime trade routes and fostering partnerships to ensure free and safe navigation was a major focus.
- Education and Healthcare: Collaborative efforts to enhance educational exchanges and improve healthcare infrastructure and accessibility were discussed.
- Technology and Innovation: Participants highlighted the potential for joint ventures in technological advancements, digital infrastructure, and innovation-driven solutions.
- Energy Cooperation: With energy security being a shared priority, the dialogue emphasized the need for sustainable and innovative energy solutions to meet future demands.
Minister of State for External Affairs and Minister of Environment, Forests, and Climate Change, Kirti Vardhan Singh, inaugurated the event. He reaffirmed India’s commitment to its Look West Policy, which seeks to deepen engagement with Gulf nations for shared prosperity. The event also recognized the vital role of the Indian diaspora in the Gulf region, emphasizing their contributions to economic and cultural exchanges.
Kuwait’s active participation in the Kochi Dialogue reflects its strategic approach to enhancing bilateral and regional cooperation. By addressing critical issues and exploring opportunities for mutual growth, the event laid the foundation for a more integrated and prosperous future for India and the GCC nations. As a pioneering initiative, the Kochi Dialogue 2025 marks the beginning of a more robust partnership, with Kuwait playing a pivotal role in fostering closer ties and collaborative progress.
