The Sultanate of Oman, represented by the Environment Authority, has officially submitted its third Nationally Determined Contributions (NDC) report to the Secretariat of the United Nations Framework Convention on Climate Change (UNFCCC). This submission reaffirms Oman’s commitment to implementing the requirements of the Paris Agreement and bolstering its national efforts to address climate change. The report serves as the nation’s primary policy document, outlining Oman’s climate targets and mitigation measures through to 2035.
It articulates the country’s strategic direction in reducing greenhouse gas emissions, enhancing climate adaptation and resilience, and advancing sustainable development in alignment with the objectives of Oman Vision 2040 and the national goal of achieving net-zero emissions by 2050. The NDCs are benchmarked against the base year 2024, with total greenhouse gas emissions recorded at approximately 93.6 million tonnes of CO2-equivalent.
The report sets forth an unconditional emissions reduction target of 7 percent by 2035, alongside a conditional reduction of 26 percent, contingent upon the availability of international finance, technical support, technology transfer, and capacity-building initiatives. Collectively, these measures yield a potential total reduction of 33 percent. Mitigation actions span several key sectors, prominently including energy, industrial processes and product use, agriculture and land use, and waste management.
The report places particular emphasis on scaling up renewable energy projects, enhancing energy efficiency, facilitating low-carbon industrial transformation, advancing green hydrogen development, promoting circular economy principles, and assessing the feasibility of carbon capture, utilisation, and storage (CCUS) technologies. A substantial focus is devoted to climate adaptation, with measures designed to enhance the preparedness of critical sectors against drought, rising temperatures, tropical cyclones, floods, sea-level rise, and other extreme climate events.
Priority sectors include water resources, agriculture, fisheries and marine resources, public health, tourism, and infrastructure and urban planning. The Environment Authority affirmed that the report’s development was the outcome of an integrated national effort, coordinated in close consultation with relevant government entities, private sector stakeholders, and specialised institutions. It draws upon national data, technical studies on emissions and climate impacts, and pathways for transitioning to a low-carbon economy.
The submission of this report marks a significant national milestone in advancing climate transparency, channeling investments toward green projects, attracting climate finance, and fostering the growth of new economic sectors, while simultaneously safeguarding communities and natural resources from the adverse effects of climate change. Through its NDCs, the Sultanate of Oman reaffirms its unwavering commitment to supporting international climate action and strengthening national and global partnerships and cooperation to secure a more sustainable and resilient future for present and future generations.
